At the January 25, 2018 Board Meeting, the Board of Trustees directed Superintendent Lovell to pursue a Memorandum of Understanding (MOU) between Wolf Creek Public Schools and Li Wan Education Bureau, Guangzhou, China to create opportunities for cultural and educational experiences for Wolf Creek and Liwan, Guangzhou, China high school students.

“Wolf Creek is extremely proud to be the first K-12 school district in Alberta to activate and pursue a formal MOU with a K-12 school district from Guangzhou, China. We believe this partnership will create strong and mutually beneficial opportunities between our two districts to build positive connections between students and staff. Our district also seeks strong cultural and academic opportunities for students to ensure they are prepared to communicate with and appreciate other cultures, learn more about the international community, and become global citizens”, stated Superintendent Lovell.
In December 2017, Wolf Creek Public Schools (WCPS) was approached by an international educational consulting organization about an exciting new opportunity to enhance international education in WCPS. It involved connecting a few carefully chosen school districts in BC and Alberta with specific school districts in Southern China in order to create and facilitate intercultural connections and experiential learning opportunities (i.e. student/teacher exchanges, etc.). Preliminary research identified Wolf Creek as being an excellent candidate to run a high-quality international student program.
Superintendent Lovell has been engaged in exploratory conversations to determine a possible district to district partnership with Li Wan Education Bureau, Guangzhou, China. This partnership would lead to an MOU to provide Wolf Creek high school students an opportunity for a cultural exchange experience in Li Wan, Guangzhou, China starting July, 2018. High school students from select high schools in Li Wan, Guangzhou, China would also be provided inbound cultural experiences based out of École Secondaire Lacombe Composite High School (ÉSLCHS) starting Summer, 2018. This would include two groups of students (between 20-30) spending two weeks (one in July, one in August) based out of Lacombe. The planning, coordinating and facilitating the activities and events for these students will be undertaken through the consulting organization in support from WCPS. Wolf Creek will provide classroom space at ÉSLCHS, a school bus and driver, and assist with homestay arrangements in the City of Lacombe.
This MOU will be based on a provincial agreement that is currently in place between the Government of Alberta and Guangdong Province, China which was originally signed in 2004 and renewed in 2014. As the first district in Alberta to take steps towards implementing the goals of this MOU, selected students from high schools all across Wolf Creek will be able to participate in this district initiative that supports experiential learning opportunities.
The next step in this process is to have Superintendent Lovell, Assistant Superintendent McWhinnie and Director Lougheed, visit Li Wan District in March, 2018 for a formal opportunity to establish relationships, visit the schools and staff potentially involved in this partnership, and also see first-hand, students and staff from a school district in British Columbia, participating in a cultural experience in a neighboring school district to Li Wan. This visit will ensure there is a direct assessment of the suitability of this potential opportunity for Wolf Creek students.
